Parameterization channels and their importance in customs clearance

Developed by the Internal Revenue Service, parameterization is considered a part of the import process, where an analysis of the goods is made while customs clearance takes place.

More complex than this initial concept, this procedure is separated by variations and justifications for each format. Continue reading this article and know every detail involving this stage of customs clearance!

What is parameterization and how does it work?

It all starts from the moment that there is the registration of di (Import Declaration) within SISCOMEX, or else from the registration of DUIMP (Single Import Declaration) made by the foreign trade portal.

After entering this procedure, the documents will be forwarded for tax verification and through this analysis will be determined the most indicated parameterization channel for the conference in a specific way for the type of imported goods.

Not only based on the documentation informed by the importer, the Irs also requires several criteria to then follow the conduct of the goods to the chosen parameterization channel.

As expected, the world of foreign trade is rarely related to simplified issues, but you can rest assured that we will pass on the list of information that is required below:

  • Mandatory tax regulation of the importer;
  • Habituality;
  • Its nature, its volume and also the value of the load;
  • Value of their taxes, both incidents and those that focused on imports;
  • The origin of the goods, their origin and destination;
  • Tax treatments;
  • Characteristics of the load;
  • About the importer should inform its operational, organizational and economic-financial capacity;
  • Occurrences are checked in previous operations.

And then after all the care in each of these items the merchandise is in fact forwarded to one of the possible channels of parameterization.

These channels are subdivided into four modalities and their names are defined by colors, they indicate the intensity by which the inspection of the goods will be submitted.

To make it better understood, let’s divide them and explain them and then take the doubt out of:

What are the parameterization channels?

The first that we will talk about is the so-called Green Channel, through it the clearance of goods happens automatically, thus without the documentary examination and the need for physical verification of the load.

However, THE DI can be the subject of a conference, both physical and documentary, when there are indications of irregular elements in the import and the authority responsible for this activity is the AFRFB (Auditor-Fiscal of the Federal Revenue Service of Brazil).

Remembering that the declaration will be under fiscal analysis, in this period there may also be the change of customs conference channel, which usually occurs in cases of irregularity in imports.

There is also the Yellow Channel, with it is done the documentary examination, if there are no irregularities is waived the obligation of a physical verification of the load.

In case there is any incomplete information in the DI, it will take the physical check to confirm the correction, either of the tax classification or of the origin that is declared.

And once again it is the responsibility of the AFRFB to conclude on the documents and the need for verification.

The third category is the Red Channel, in this case the merchandise will only be untangled as long as there is documentary examination with the physical verification of the goods.

And finally, among the options there is also the Gray Channel, in this modality in addition to the documentary examination and the physical verification of the load, still has a special procedure application for customs control.

This method of analysis occurs to give evidence of fraud, including everything that surrounds it, even the value that is declared for the commodity.

We should also leave the alert here, because even if all the criteria of the IRS is followed there is no complete guarantee that the cargo may have its release made automatically.

That is why it is important to have the help of companies such as Open Market that can target in situations like these besides having full knowledge about the foreign trade market.

Possible import failures

There are some flaws that are already known to those who have knowledge in the area of import procedures, so we will leave here the alerts to ensure that your company can take care before starting the procedures.

After all, making mistakes is human, but when it comes to import and export, it can cause major problems. This also reinforces the idea of having a company to direct the paths, making the process not only easier but also safer.

It is necessary to pass the maximum confidence to customs inspectors, so the documentation and especially the DI can not contain errors, because everything will reflect in the decrease of chances of obtaining the Green Channel.

One of the problems is the error in the calculations of taxation, being considered a serious failure, even if it is stated that the error was not made intentionally to reduce payments. Whether in the calculation itself or in the description, in situations such as this the merchandise in addition to being directed to another channel, it can also lead to fines and delay your arrival at the final destination.

The error in the NCM (Mercosur Common Nomenclature) is also in the list of “common” errors, through this code is informed which product is being transported specifically, so any typo the product will be incompatible in nationalization. This is also considered a serious error and the inspector may consider it unreliable and bar the clearance process.

The indication of addition is nothing more than an obligation to inform the different items in DI. Whenever a commodity has different characteristics from each other it is necessary to inform. Even if the product is the same, but varies in some criteria considered by the IRS, it will be necessary this “separation by addition”.

As we can observe any and all details can make a difference when importing your loads, so attention redoubled is the best tip to follow!
